A second suspect in the fatal shooting of San Pablo resident German Mora-Cisneros, 21, was arrested in Southern California on Friday, Richmond police Sgt. Bisa French said today.  Mora-Cisneros was shot inside his car at about 11:15 p.m. in the 1300 block of Cherry Street in Richmond on May 11.Another person who was inside the car with Mora-Cisneros witnessed the killing but was not injured, French said.Three males were allegedly attempting to rob the victims when two of the suspects started shooting, police said.Police arrested 19-year-old Rodeo resident Alfonso Lua shortly after the shooting and recovered one of the two guns they believe was used to kill Mora-Cisneros, French said.The second suspect, a 16-year-old boy, was arrested at about 5:45 p.m. Friday in Anaheim. His name is not being released because he is a minor, French said.A third suspect is still outstanding. San Pablo City Councilman Arturo Cruz announced today that a memorial fund has been set up for Mora-Cisneros’ family to help them pay for funeral expenses.Contributions can be made at any Bank of America branch to account number 17265-69074, according to Cruz.
