Punting arbitrator, pension reforms to the people is running from the issues

The head of San Jose’s police officers’ association today called Tuesday night’s city council decision to place two initiatives on the November ballot a desperate act seeking to take advantage of a difficult time.

“No one knows better how tough the times are than the police who are answering more calls from the recession’s fallout,” said George Beattie, president of the San Jose Police Officers’ Association. “This is why we elected to do our part for our city by overwhelmingly ratifying a contract full of concessions in a record turnout of votes last month. In gratitude, the city council has now shoved ill-conceived and inadequately debated ballot initiatives down our throats that aim to take away the one counter-balance to our legal prohibition against striking for fair working conditions and aim to make second-class citizens out of future police officers”

By a seven-to-four vote Tuesday night, the city council placed an initiative on the November ballot asking voters to change a three-decade old policy of giving independent, outside arbitrators the final say on disputes between public employees and the city. Public safety employees, such as police and firefighters, are prohibited by law from going on strike. To protect these emergency first responders from being victimized by the pettiness and punitive punishments natural to all political bodies, voters in 1980 wisely approved the use of outside judges to protect the basic bargaining rights of public employees. In another vote, the council placed a second initiative on the ballot giving them so-called greater flexibility in setting the future retirement ages and pensions of city employees hired after 2011.

“The voters knew exactly what they were doing when they approved bringing in outside judges to break contract impasses,” said Beattie. “That system has served the city and its people well. To cripple that system just because the current economic climate is overcast is crass opportunism at its worst, and the speed in which it was done confirms that. So too is the measure making the lives of one group of firefighters and police officers worth less than their colleagues doing the same life-threatening work, just because of a hiring date. Anytime you punt difficult issues to the voters to decide, it confesses to a lack of reasoned discussion among all the stakeholders and makes you wonder about the ability of officials to make other decisions they were elected to do. ”

* Vallejo Police Need Help to Identify the Suspect in Corey D. Dunn Murder

Police are asking the public for help in identifying a person of interest linked to the Aug. 24 shooting death of 39-year-old Vallejo resident Corey D. Dunn. Officers responding to reports of multiple gunshots heard by neighbors in the 200 block of Woodrow Avenue found Dunn shot to death in a residential garage, police said. Nearby residents told police a man fled the scene and hopped in a black van shortly after the shots were fired. Based off a witness’s rendition of the person of interest, police describe the subject as a black man approximately 30 to 40 years old, 5 feet 9 inches to 6 feet tall and weighing between 190 and 200 pounds. Police caution not to confront the man if he is sighted, but to contact police and to note the license plate if a similar van is noticed. The man may be traveling in the black, full-size van he reportedly used to flee the scene. That van is American in make with a tan or light-colored horizontal stripe around the body and has a very loud exhaust, according to witness reports to police.

* Santa Rosa Police Searching for Suspects in Robbery of Royal Tan and Spa

A man who visited a tanning salon in Santa Rosa on Wednesday wasn’t interested in getting golden brown, but rather making off with green. The man entered Royal Tan and Spa at 2729 Yulupa Ave. at about 3 p.m. Wednesday. Brandishing a handgun, he demanded money and fled on foot through the parking lot with an undisclosed amount of cash, police said. Officers responding to reports of an armed robbery at the tanning salon arrived within 30 seconds of the 911 call, but were unable to locate the suspect, police said. The suspect is described as a white man approximately 25 years old, 5 feet 7 inches tall and weighing 120 pounds. Using images captured from video surveillance at the time of the robbery, the suspect appeared to be wearing a “Lite” beer T-shirt and has tattoos on both of his calves. * Eric Law Being Sought for Alleged Parole Violation

The California Department of Corrections is currently seeking Eric Law on a warrant charging him with Parole Violation. According to parole agents, Law was originally sentenced to prison after being convicted of sexually assaulting a female child. He was sentenced in 2000 and served three years State Prison. In 2004, Law allegedly absconded parole supervision and is now considered a parolee at large. Law may visit or stay with family and friends in the San Jose area.

* Ernest Holloway Wanted by Alameda County Sheriff’s Deputies for Alleged Murder and Robbery in San Leandro

On Wednesday March 24, 2010, Ernest Holloway, Donald West and Davon Mays-Brewster (Deceased) arranged to meet two undisclosed victims at Dominos Pizza in San Leandro under the pretense that Holloway would purchase a TV from victim 1. Upon arriving at the meeting place, Holloway removed the TV from victim 1’s vehicle while Mays-Brewster robbed victim 2 at gunpoint and West robbed victim 1 at gunpoint. Victim 2 believed his life was in jeopardy and in self defense; removed a handgun from his waistband and shot Mays-Brewster. Mays-Brewster subsequently died as a result.

After an extensive investigation, investigators determined this was a planned robbery, which resulted in Mays-Brewster’s death. Both Holloway and West were charged with PC 187 and PC 211 by the Alameda County District Attorney’s Office.

West was captured on 08/10/10.

Holloway has a no bail warrant and is employed at the Youth Uprising Center located at 8711 Macarthur Blvd in Oakland. Holloway has relatives living in Oakland. Holloway should be considered armed and dangerous. Los Angeles Police Department’s (LAPD) West Los Angeles Area auto detectives are asking for the public’s assistance in providing information that would lead to the arrest of two burglars caught on surveillance camera in the West Los Angeles area.

Detectives say that On Monday, August 9, 2010 at around 4:30 a.m., two suspects broke into a business in the 2300 block of South Centinela Avenue by prying open the front door. Once inside, they removed electronic equipment from the location and left in a car described as a newer gold Dodge pick-up truck with chrome rims.

The first suspect is described as an African-American male. He stands at 5 feet 10 inches tall and weighs around 170 pounds. He was wearing a baseball cap with an “LA” logo on the front and a jacket with “Los Angeles” written on the back in cursive writing.

The second suspect is described as a White or Hispanic male. He stands at 5 feet 8 inches tall and weighs around 170 pounds and has a shaved head. He was wearing a hooded sweatshirt, shorts, and white socks. Vallejo police announced Friday that they are seeking a third suspect in connection with the fatal shooting of a 38 year old man earlier this month. At about 2:50 p.m. on Aug. 8, police responded to the Deluxe Inn at 2070 Solano Ave. on a report of someone dead in a vehicle. Officers found the victim, Saint Nick Stanley, in the driver’s seat of a truck with its
engine running, police said. Stanley, a Vallejo resident, had been shot once and was pronounced dead at the scene.
A week later, police identified two suspects that they were seeking in connection with the murder. The primary murder suspect, Alfonso Arthur Mestas Jr., 38, of Vallejo, is believed to be with his girlfriend, 22-year-old Jessica Gonzales, who is wanted as an accessory to the murder, according to police. Investigators announced Friday that a third suspect, Misty Dale Jackson, 36, is also wanted as an accessory to the murder. Jackson is described as a white woman who is 5 feet 4 inches tall, 150 pounds, and has brown hair and blue eyes, police said. Mestas, who sometimes uses the moniker “Capone,” which is tattooed on his right arm, should be considered armed and dangerous, police said. Mestas is described as a Hispanic man who is 5 feet 10 inches tall, weighs 225 pounds, and has black hair and brown eyes. Gonzales is described as a white woman who is 5 feet 5 inches tall, weighs 160 pounds, and has brown hair and hazel eyes. If any of the three suspects are located, police insist that people do not attempt to contact them, but instead should call 911 immediately. * Oakland Police Need Help to Identify Alleged Bank of the West Robbery Suspect

Oakland police are asking the public for help in locating a man who allegedly robbed a bank earlier this week. On Wednesday, the man walked into the Bank of the West in the 4900 block of Telegraph Avenue and passed the teller a note demanding money, police said. The suspect is described as a black man in his 50s, standing 5 feet 2 inches tall and weighing 170 pounds. At the time of the robbery, he was wearing a white baseball cap with the word “Cal” on it, a white T-shirt and a gray jacket.
