  1. There’s a city full of miscreants just like this child. It starts with a lack of respect, truancy, hopping the subway turnstiles, music/ entertainment that glorifies all the negative aspects of their culture, then, throw in poverty and a sense of entitlement. Did I mention there is rarely proportional consequences handed down, for fear of being accused of racial bias?
