One store employee says she has called the police approximately 20 about Jesse Leonardo Otero.
Pleasant Hill police report that they have arrested Jesse Leonardo Otero again at the Crossroads Shopping Center.
KRON 4 News reports that Otero has been arrested 90 times over the years. The homeless man is well known to law enforcement officers, and like other repeat offenders, he survives by stealing from stores.
