Howard County police are asking for the public’s help to locate the suspect in the July 27 fatal shooting at The Mall in Columbia. William Marshall III, 17, of Columbia, is wanted for first-degree murder and related charges, and police are now offering an increased reward of up to $10,000 for information leading to his arrest.

Howard County police are asking for the public’s help to locate the suspect in the July 27 fatal shooting at The Mall in Columbia. William Marshall III, 17, of Columbia, is wanted for first-degree murder and related charges, and police are now offering an increased reward of up to $10,000 for information leading to his arrest.

Police allege that Marshall (who also goes by “Junior”) specifically targeted the victim, 17-year-old Angelo Little, who was pronounced dead at the scene. Detectives believe the suspect and victim knew each other, but they have yet to determine a motive for the shooting.

Police on Aug. 5 released surveillance video that shows the suspect’s movements through the mall leading up to and after the shooting. Through continued investigation, detectives identified Marshall as the suspect and obtained a warrant for his arrest.

Police have conducted an extensive and exhaustive search for Marshall. They have reviewed troves of digital evidence, conducted hundreds of hours of surveillance, and enlisted the assistance of federal partners but have been unable to locate Marshall. According to the Howard County Public School System, Marshall is an Oakland Mills High School student but has not attended school this year. Detectives believe he may have left the immediate area.

While Maryland state law typically does not allow a juvenile suspect’s identification to be released, even when charged as an adult, an exception exists “for the sole purposes of facilitating apprehension of a child and ensuring public safety” when a criminal arrest warrant is issued. Howard County police are identifying Marshall publicly because his whereabouts remain unknown and he is considered a potential threat to the public due to the nature of his alleged crime.
