On October 17th, 2024, at approximately 9:48 a.m., Southeast Area Command officers received a radio transmission of a stolen plate in the area of Nellis Boulevard and Tropicana Avenue. When officers arrived, they observed a white Honda bearing the stolen plates parked at a gas station at the intersection of East Tropicana Avenue and South Andover Drive. At the same time, the LVMPD Air Unit arrived at the scene and advised officers that the vehicle was occupied by a female sitting in the passenger seat.
As officers were coordinating a plan, a male later identified as 25-year-old Jose Contreras-Mungia was observed exiting a convenience store and entered the driver’s seat of the vehicle. He then drove the car out of the parking lot onto the roadway.
As officers attempted to stop him, he fled from officers at a high rate of speed. The air unit observed Contreras-Munguia enter a neighborhood and continue to drive recklessly.
Contreras-Munguia then drove into an apartment complex located in the 4800 block of East Tropicana. Both Contreras-Munguia and the female occupant exited the Honda and fled on foot through the apartment complex. The air unit coordinated with arriving officers and directed them to the location of the suspects. Officer Richards ran toward Contreras-Munguia who was armed and attempting to enter a locked door to the management office at the apartment complex.
As Officer Richards approached Contreras-Munguia, he turned toward Richards and pointed a gun at him. Officer Richards fired his duty weapon, striking the suspect. Arriving officers assembled a team, took Contreras-Munguia into custody and rendered aid. Officers also requested medical personnel who transported the suspect to Sunrise Hospital.
Contreras-Mungia was booked into the Clark County Detention Center in absentia and is facing the following charges:
1 count of Attempted Murder on a First Responder
1 count of Resisting a Public Officer with a Firearm
1 count of Possession of Stolen Vehicle
1 count of Possession of Stolen Property-Firearm
1 count of Own/Possess Gun by Prohibited Person
An examination of this incident is being conducted by the LVMPD Critical Incident Review Team. This review focuses on policy, tactics, and training as it relates to this use of force.
