San Jose Police Department Press Release Re: Bili Ruan and Tien Tran Arrested by San Jose Police For Alleged Brothel Operation
On March 28, 2025, the San José Police Department’s Human Trafficking Task Force, in collaboration with the Santa Clara County LEIHT Task Force, the U.S. Department of State in San Francisco, and the SJPD MERGE, METRO, VCET, and DSU Units, executed a series of search warrants targeting suspected commercial brothels in the city of San José. The operation was conducted at commercial properties located on the 1000 block of Willow Street, 1000 block of Tully Road, and 200 block of N. Jackson Avenue. A fourth search warrant was also carried out at a residence located in the 1300 block of Bagely Way.
This operation followed a three-month investigation that spawned from a previous case initiated by the SJPD METRO Unit. During the execution of the warrants, law enforcement officials contacted three suspected commercial sex workers. The survivors were identified and provided with support and resources from Community Solutions.
As a result of the operation, Suspect Bili Ruan was arrested at the Willow Street brothel and was booked into the Santa Clara County Main Jail for pimping. Suspect Tien Tran was identified as the primary operator of the brothels, but was not present during the service of the search warrants. Detectives obtained a warrant for Suspect Tran’s arrest and apprehended her on April 2, 2025. Suspect Tran was subsequently booked into the Santa Clara County Main Jail for pimping.
Numerous pieces of evidence indicative of commercial brothel operations were recovered from several locations. The investigation remains ongoing, and additional charges may be forthcoming. Approximately $25,000 dollars in U.S Currency was confiscated along with multiple high end designer purses and jewelry estimated at over $200,000 dollars.
