The Knoxville Police Department released officer body camera footage of the fatal shooting of 49-year-old Shilo Rice on June 20. Police said the woman had a knife and charged at three officers who were responding to reports of a woman armed with a knife who was threatening to harm herself and others. Rice was pronounced dead at the University of Tennessee Medical Center.

TBI Investigating Officer-Involved Shooting on Belle Terra Road

UPDATE (June 25, 2024): The Knoxville Police Department has identified the three officers who were involved in the June 20th shooting on Belle Terra Road as Officers Arim Ismail, Riley Lackey and Tisha Knickerbocker.

Ismail has served as a KPD officer since February 2023 and is currently assigned to the Field Operations West District. Lackey has served as a KPD officer since September 2020 and is currently assigned to the Field Operations West District. Knickerbocker was sworn in as a KPD officer in March 2024 and is currently in the Field Training Officer program.

Per standard protocol, all three officers have been placed on routine administrative leave.

The Tennessee Bureau of Investigation is investigating an officer-involved shooting that happened in the 2000 block of Belle Terra Road on Thursday morning.

Based on the preliminary investigation, the following occurred.

At around 7:17 a.m. on Thursday, June 20, 2024, KPD officers responded to a home at the aforementioned location in regards to woman who was reportedly armed with a knife and threatening to harm herself and others.

Officers arrived on scene at around 7:30 a.m. As they were approaching the home, the woman ran from the home and towards officers while armed with a knife. Three officers fired, striking the woman multiple times.

Officers rendered aid until AMR arrived on scene. The victim was transported to the UT Medical Center, where she was subsequently pronounced dead.

Per standard protocol, the TBI will lead the investigation.

The three involved officers have been placed on routine administrative leave, and the Office of Professional Standards will conduct an internal administrative investigation.
