The following information is based on facts determined from an investigation into the incident described. The investigation is ongoing and as witnesses are interviewed, evidence is analyzed, and reports are reviewed, our understanding of the facts may change. The details described below accurately reflect the facts as we currently know them.

On July 10, 2024, at 2:26 p.m., East Los Angeles Station desk personnel alerted patrol deputies of an Automated License Plate Reader (ALPR) hit of a reported carjacking vehicle in the area of Whittier Boulevard and Alma Avenue, unincorporated Los Angeles.

Deputies responded and located the carjacked vehicle as it turned south on McDonnell Avenue from Whittier Boulevard. The vehicle subsequently yielded as the deputies initiated a felony traffic stop. As the deputies exited their vehicle and detained the driver at gunpoint, he reversed his vehicle, striking their patrol vehicle. The driver then fled the scene in the vehicle, and deputies initiated a vehicle pursuit. The driver was later identified as 19-year-old Luis Flores from the unincorporated Los Angeles area.

During the pursuit, Mr. Flores reversed his vehicle several times and collided into the pursuing deputies’ patrol vehicle. An LASD airship, additional patrol units, and a field sergeant responded to assist with the pursuit operation.

The pursuit ended when Mr. Flores stopped in traffic on Vermont Avenue, just south of Venice Boulevard, drove onto the east sidewalk and collided with a light pole. Deputies initiated a felony traffic stop. Mr. Flores reversed his vehicle in the direction of deputies, and a deputy-involved shooting occurred.

Mr. Flores was struck by gunfire. Deputies approached, removed Mr. Flores from the vehicle, and rendered first aid. Los Angeles City Fire Department personnel arrived, treated Mr. Flores at the scene, and subsequently transported him to a local hospital. Mr. Flores remained hospitalized until he died on July 16, 2024.

No deputies or other persons were injured during this incident.

Following notification by local authorities, the California Department of Justice’s California Police Shooting Investigation Team deployed to the incident scene.
