2nd UPDATE: One Suspect Arrested and Charged, Two Others Sought in Fatal Shooting Investigation at 1713 West T.C. Jester Boulevard

Charges have been filed against one suspect arrested and two others sought in the fatal shooting of two men at 1713 West T.C. Jester Boulevard at about 8:30 a.m. on January 27.

Two wanted suspects, Polie Phan, 26, and Jaidan Vu Nguyen, 25, are charged with capital murder in the 262nd State District Court. Photos of both suspects, who are not in custody, are attached to this news release.

A third suspect, Kathy Vu, 23, is charged with tampering with evidence in the 263rd State District Court. A booking photo of Vu is attached to this news release.

Homicide detectives were advised an autopsy identified a man found deceased on Feb. 1 as James Gerald Martin III, 37.

The other deceased male victim has been identified as Dana Ryssdal, 35.

HPD Homicide Division Sergeant B. Roberts and Detective L. Lange reported:

HPD patrol officers responded to a welfare check call at Mr. Martin’s residence at the above address and found a man, later identified as Mr. Ryssdal, suffering from multiple gunshot wounds. Houston Fire Department paramedics responded to the scene and pronounced him deceased.

Martin and the 2022 white Dodge Ram truck (owned by Ryssdal) 2022, with Oregon license plate, were missing from the residence. On Jan. 29, detectives asked for the public’s assistance in locating Martin and the truck. The vehicle was found abandoned off the roadway in the 6900 block of Cullen Boulevard on Jan. 30.

During the course of the investigation, detectives recovered another vehicle at the T.C. Jester residence. A man’s body was observed inside the vehicle on Feb. 1. He had suffered multiple gunshot wounds. The Harris County Institute of Forensic Sciences conducted an autopsy and formally identified the man as James Martin and ruled his manner of death a homicide.

Further investigation indicated the murders occurred on Jan. 26. Homicide detectives identified Phan and Nguyen as suspects in the murders of Martin and Ryssdal. Both suspects remain at large.

Vu was charged on Wednesday (March 15) for her role and on Thursday (March 16) she was arrested without incident.
