Police say that Richard Minor allegedly shot and killed Jonathan Arias after a dispute over a handicapped parking spot.
According to the police affidavit, Richard Arias arrived at Hart’s Landing near the John Ringling Causeway with his wife and a friend. He parked his truck in one of two handicap spaces to unload and prepare for fishing.
In the other spot was Minor, a disabled amputee living out of his car. The affidavit states that Minor questioned Arias about parking in the handicapped spot, asking if they were disabled. The situation quickly escalated, and the two men exchanged words.
Minor, along with his wife and friend, moved onto the pier with their fishing gear. However, witnesses reported that Minor continued to antagonize Arias’ group from a distance, leading them to decide to leave.
As Arias was driving away, the affidavit says that Minor yelled at him for going in the wrong direction. Arias then got out of his truck and approached the passenger side of Minor’s car. After more words were exchanged, Minor sprayed Arias with bear spray from the passenger-side window. Arias then moved to the driver’s side, where Minor fired several shots, killing him.

An adult victim is hospitalized with life-threatening injuries as a result of the incident.
