Police Chief Addresses Fatal Downtown Shooting, Highlights Proactive Measures & Launch of Safety Initiative

Anchorage, AK – July 23, 2025 – In the wake of a fatal shooting that occurred early Sunday morning at a downtown bar, Anchorage Police Chief Sean Case emphasized that the department had already been preparing additional safety measures for the area. APD is now accelerating and proactively expanding those plans.

At 2:50 AM on July 20, 2025, officers responded to the 700 block of W 4th Ave in reference to a shooting.

When officers arrived, they found three victims: 1 with non-life-threatening injuries, 1 with life-threatening injuries, and a deceased adult male victim. Medics arrived and transported the victims to the hospital. A fourth victim was later located with non-life-threatening injuries. The individual pronounced deceased at the scene has been identified as 23-year-old Leroy Manogiamanu. Next-of-kin notifications have been completed.

As part of a broader public safety strategy already underway, Chief Case has directed immediate steps to reinforce the Anchorage Police Department’s late-night presence downtown. Patrols during weekend overnight hours will double in size. In addition to the four officers already assigned, four more are being temporarily added, bringing the total to eight officers during peak hours.

Chief Case also announced the launch of a targeted downtown safety initiative aimed at preventing crowding in high-traffic areas. This initiative had been in development with the community and local businesses prior to the weekend’s events. Beginning Friday, July 25, parking meters on the 700 block of W 4th Avenue, between G and H streets, will be blocked off from 10 p.m. to 6 a.m. on both Friday and Saturday nights to reduce late-night congregation and improve safety for pedestrians and patrons.

“These steps are part of a strategy that has been in motion”” said Chief Case. “We saw the need for a stronger late-night police presence downtown and began working with business owners and the community to make it happen. Now we’re moving forward faster, with even more urgency and with an added layer of extra patrol for the next several weeks.”
