Police report Decarlos Brown, Jr. allegedly fatally stabbed 23-year-old Ukrainian refugee Iryna Zarutska on a Charlotte, North Carolina, light rail train in August 2025.
Court records show Brown has a history of convictions and schizophrenia, allegedly attacked Zarutska in an unprovoked assault. He has been charged with first-degree murder in state court and a federal charge for causing death on a mass transportation system.
