San Jose Passes Ordinance Requiring ICE Agents to be Unmasked

San Jose is now the first city in the US to require ice agents to show their faces and ID.

The San Jose City Council has passed an ordinance that requires all law enforcement officers, including Immigration and Customs Enforcement (ICE) agents, to be unmasked and display visible identification while conducting operations in the city. The ordinance was unanimously approved by the council on Tuesday, October 28, 2025 (or shortly before) and became effective immediately.

Key aspects of the new policy:

No Masks: All law enforcement officers are prohibited from wearing face coverings that obscure their identity, with exceptions for public health reasons (transmitting disease) or protection from fire/toxins.

Visible ID: Officers must wear clearly visible identification and agency affiliation when interacting with the public.

San Jose wants to prevent ICE from staging operations on city property and keep agents unmasked. San Jose is now the first city in the US to require ICE agents to show their faces and ID.
